OpenText Public Sector Solutions, Inc. (OTPSS) was established in 1993 as Momentum Systems, which became the leading OpenText Global Alliance Partner in the U.S. government sector. In 2007, OpenText acquired the company and rebranded it as OpenText Public Sector Solutions, Inc. (OTPSS). Today, OTPSS is a wholly-owned subsidiary and the public sector professional services arm of OpenText Corporation.
OTPSS has developed a successful track record of implementing and supporting Enterprise Information Management (EIM) solutions across all levels of government and at some of the largest federal agencies.
For each project, the OpenText Public Sector Solutions team works in tandem with our parent organization, providing both a depth and breadth of experience in OpenText’s flagship ECM product, Extended ECM (xECM), and other OpenText solutions.

Eric L. DeBrew
Vice President
Eric DeBrew serves as the Vice President of OTPSS with over 35 years of experience in the public sector. In this pivotal role, Mr. DeBrew serves as a key link between finance, operations, business development, and leadership. His business acumen, strong financial and contractual background, and strategic thinking enable him to contribute to the overall success and growth of the company.
Cynthia Cromwell Wallace
Human Resources Manager & Facility Security Officer
Cynthia Cromwell Wallace serves as the OTPSS Facility Security Officer and Human Resources Manager. Cynthia oversees all aspects of personnel and facility security clearances, FOCI (Foreign Ownership Control and Influence) compliance and mitigation, and benefits administration.
Scott Johnson
Director of Operations
Scott Johnson is the Director of Professional Services. In this role, Mr. Johnson oversees the professional services group for all OTPPS’s clients, ensuring customer satisfaction and project delivery for service engagements. Mr. Johnson has worked with OpenText for over twenty-four years, with the past fifteen years providing program management support and management oversight for government and commercial enterprise systems using a variety of OpenText solutions. His experience working for the Federal Government and commercial clients brings an understanding of the complexities that must be considered for modernizing and managing mission-critical systems.
Sherri Ross
Business Development Manager
Sherri Ross holds the position of Business Development Manager, bringing with her a wealth of expertise across various IT domains. With an extensive background spanning over 30 years in the Information Management sector, Sherri has held roles ranging from database administration to project management. Collaborating closely with the leadership team, Sherri spearheads the identification, creation, and implementation of strategic initiatives aimed at fostering business growth.
